Introducing the 2017 Self-Assessment Form (formerly SMEP)

As part of the Hub membership offer in 2017, every school is required to complete a new self-assessment form (SAF). This new form offers the music coordinator, subject lead or Head of Department, the opportunity to reflect on the strengths and to identify the development needs of the current music curriculum.

Process

Once a school has signed up to membership for the academic year, they will be issued with the self-assessment form, the Partner Menu and our Terms & Conditions. This is slightly different for our infant school members, please click here for the KS1 membership offer 2017.

Primary and Secondary schools should complete the assessment and use the partner menu to propose a programme of activity. The menu is presented within the framework of the Hub core roles, these are explained in ‘context’ below. A school can also design their own programme of activity if the menu does not offer a suitable option. At SoundStorm, we can offer consultation and support at any point in this process. Before taking forward the proposed programme of work, the completed form and signed Terms and Conditions must be returned to us for approval. We will then take forward the scheduling.

Context

As a Music Education Hub, we are given a specific mandate that is governed by Arts Council England who in turn report to the Department of Education. The Core Roles we are required to commission and deliver against are listed in more detail on this site but include:

  • First Access (formly Whole Class Instrumental Tuition)
  • Singing
  • Ensembles
  • Progression

In addition, we offer Extension Roles – CPD, Instrument Loans and Inspirational Experiences, all of which are outlined on this site.

As a general rule, priority is given to the Core Roles where the SMEP identifies a development need.

Things to consider when completing your self-assessment form

When completing your ‘proposed programme of activity’ please be mindful of your school’s hub funding allocation. If you have not received a letter detailing your school’s allocation or have mislaid this information, please contact us and we will re issue it. We have not included costs into the menu because of the number of variables that will impact the final cost of developing a commission. These will be worked out for you during the SMEP process. However, please reference the guide below which may help shape you planning.

Some activity can be split between schools, spreading the cost and maximising resources. Where possible we would encourage coordination or collaboration between schools and within Academy Trusts.

A First Access session of 45m/1h for 1 class Approximately £50 per session

The Hub will, wherever possible, encourage professional learning to happen alongside our delivery from our Hub Partners. Sessions are designed to enable teachers to take forward their learning and, where appropriate, deliver the provision in the future, enabling the grant to focus on other needs the following year. In addition, we coordinate Primary and Secondary Development Networks; the grant can also be used to subsidise part of the costs for attending these.

Each school will need to consider whether they require instrument loans, the cost of which can be deducted from the allocation. Whilst the Instrument Loan service is comprehensive, the instruments are loaned on a ‘first come, first serve’ basis which in turn may influence which term a selected activity occurs due to limited availability.

The success of the Hub relies on a proactive partnership between all parties. Regular contact and timely communication are essential. The Arts Council funds each Hub by financial year. We are not permitted to carry across funding from one year to the next. As the academic year extends beyond March 31st, it is vital that any summer term commissioning is undertaken well in advance. A provisional timeline should be included in the SMEP (be as specific as possible about times and terms).

It is important to remember that the Hub is a supplemental service, designed to enhance the existing school curriculum. Funding for each school is carefully calculated based on the most current pupil roll data to ensure parity, but will not be sufficient to cover the needs of every student.

Where a school allocation is not committed due to lack of correspondence or response to our communications before February 20th, there is a risk that the grant will be allocated elsewhere. We are unable to refund the membership fee.

Accessing additional offers

The School Music Development Grant can provide additional budget for schools. The grant can be used to develop a new idea, ensemble, activity or after school club etc. Visit the Grants section of the site for more information.

As well as the direct work we undertake with schools, we offer additional programmes of activity that your school can be part of. Most recently this has included, free tickets for the Ukulele Orchestra of Great Britain, access to our Podcast to Broadcast programme, ‘Take Off’ in partnership with the Bournemouth Symphony Orchestra, CPD, several Singing offers, visits from touring musicians, ongoing after school ensembles and a range of performance opportunities.
